The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records August 25, 2025 SPR25/2351 Ruth Osgood Town Clerk Town of Plainfield 304 Main Street Plainfield, MA 01070 Dear Ms. Osgood: I have received the petition of Samuel Gelinas, of the Daily Hampshire Gazette, appealing the response of the Town of Plainfield (Town) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On July 30, 2025, Mr. Gelinas requested, “[t]he letter, and any correspondence made with [an identified] Chief concerning the Board’s decision to not re-appoint him next fiscal year.” The Town responded on August 5, 2025. Unsatisfied with the response, Mr. Gelinas petitioned this office and this appeal, SPR25/2351, was opened as a result. Subsequently, I learned that the Town sent a further response to Mr. Gelinas on August 25, 2025. Where this appeal was opened as a result of the Town’s August 5, 2025 response, I will now consider this administrative appeal closed. Mr. Gelinas may appeal the substantive nature of the Town’s August 25th response within ninety (90) days. See 950 C.M.R. 32.08(1).
