Assistant City Solicitor Law Department City of Worcester 455 Main Street, Room 301 Worcester, MA 01608 Dear Attorney Thompson: I have received the petition of David Webb appealing the response of the City of Worcester (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On July 24, 2025, Mr. Webb requested, “BWC from [an identified officer] and all other officers present for the event where an unarmed black man was tased 3-10-23 10:30 to 11:30am at …Washington.” The City responded on August 8, 2025, assigning the request reference number W074551-072525 and providing a fee estimate. Unsatisfied with the City’s response, Mr. Webb petitioned this office and this appeal, SPR25/2393, was opened as a result. Subsequently, I learned that the City provided a further response on August 19, 2025. Where this appeal was opened based on the City’s August 8, 2025 response, I will now consider this administrative appeal closed. If unresolved issues remain, Mr. Webb may appeal the substantive nature of the City’s August 19th response within ninety (90) days. See 950 C.M.R. 32.08(1).
