The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records August 28, 2025 SPR25/2466; SPR25/2467 Erin Glenn Records Access Officer Dudley-Charlton Regional School District 68 Dudley-Oxford Road Dudley, MA 01571 Dear Ms. Glenn: I have received the petitions of Ben Tobin appealing the nonresponse of Dudley-Charlton Regional School District (School/District) to requests for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). In two (2) separate requests on August 5, 2025, Mr. Tobin requested the following records: [1] All the paperwork the District submitted to get the high dosage literacy tutoring grant[;] [2] Emails and text messages and any other recorded communications, of [identified individuals] that involve the following keywords...Shorten, advocate, . . ., PRS from the week of July 28 up to August 4th. Claiming to not yet have received responsive records, Mr. Tobin petitioned this office and the following appeals, SPR25/2466 and SPR25/2467, were opened as a result. Despite being notified of the opening of both appeals, it remains unclear whether the District has provided a response. Accordingly, the District is ordered to provide Mr. Tobin with a response to his requests, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us. Mr. Tobin may appeal the substantive nature of the District’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
