The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records September 4, 2025 SPR25/2509 Meredith Roselli Office Administrator Public Records Access Officer Bridgewater Police Department 220 Pleasant Street Bridgewater, MA 02324 Dear Ms. Roselli I have received the petition of Rachel Kadis appealing the response of the Bridgewater Police Department (Department) to a request for public records. See G. L. c. 66 § 10A; see also 950 C.M.R. 32.08(1). See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On July 21, 2025, Ms. Kadis requested “any and all records pertaining to the internal investigation conducted by the Bridgewater Police Department regarding the death or welfare-related response involving an [identified individual] during the year 2025.” Specifically, Ms. Kadis sought: [1] A full copy of the internal affairs or internal investigation report[;] [2] Any supporting documents, audio, video, communications, emails, or officer statements referenced or included in the investigation[;] [3] Any determinations, findings, or conclusions made by the department or its leadership[;] [4] Any records identifying the officers involved, their roles, and any subsequent actions taken[;] [5] The name and title of the official(s) who conducted and/or reviewed the investigation[;] Claiming to not yet have received responsive records, Ms. Kadis petitioned this office and this appeal, SPR25/2509, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the Department has provided a response.
