The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records September 4, 2025 SPR25/2514 Jeffrey Bridges Town Administrator Town of Spencer 157 Main Street Spencer, MA 01562 Dear Mr. Bridges: I have received the petition of Christopher Kelleher appealing the nonresponse of the Town of Spencer (Town) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On July 23, 2025, Mr. Kelleher requested: [1] . . . all communications, complaints, emails, notes, or other documents sent or received by [an identified individual], or by any Spencer official or department that reference [three specified search terms for Jan. 1 2023-May13, 2024] . . . [2] . . . all records, including emails, complaints, texts, or internal notes that reference [four specified search terms for Jan. 1 2023-Present]. . . [3] . . . all communications, emails, complaints, inquiries, or other records sent or received by [an identified individual], or by any Spencer town employee or official, that reference the nonprofit organization “Some Help.” . . . Claiming to not yet have received responsive records, Mr. Kelleher petitioned this office and this appeal, SPR25/2514, was opened as a result. Subsequently, I learned that the Town provided Mr. Kelleher with a response on August 27, 2025. Where this appeal was opened as a result of the Town’s lack of a written response, I will now consider this administrative appeal closed. Mr. Kelleher may appeal the substantive nature of the Town’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
