The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records September 9, 2025 SPR25/2551 Allison Mondello Public Records Manager Massachusetts Department of State Police 470 Worcester Road Framingham, MA 01702 Dear Ms. Mondello: I have received the petition of Thomas Harrington appealing the nonresponse of Department of State Police (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On August 7, 2025, Mr. Harrington requested: [1] The LIDAR reading if [an identified individual] was stationary or moving while using[;] [2] Dash camera and body camera of [an identified individual] using the LIDAR until the end of the stop[;] [3] Any report written by [an identified individual]. Claiming to not yet have received responsive records, Mr. Harrington petitioned this office and this appeal, SPR25/2551, was opened as a result. Subsequently, I learned that the Department provided Mr. Harrington with a response on September 9, 2025. Where this appeal was opened as a result of the Department’s lack of a written response, I will now consider this administrative appeal closed. Mr. Harrington may appeal the substantive nature of the Department’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
