Carey appealing the nonresponse of the Hull Public Schools (School) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On August 7, 2025, L.C. Carey requested “access to and copies of any and all records related to certifications, licenses, endorsements, or specialty training held by [an identified individual], who is employed by Hull Public Schools as a coach and special education staff member.” Specifically, L.C. Carey sought: [1] Teaching and/or special education licensure from DESE or other certifying bodies[;] [2] Coaching certifications (e.g., MIAA, CPR, concussion training, etc.)[;] [3] Records of professional development, workshops, or specialty training relevant to either special education or athletics[;] [4] Internal or external documentation submitted or maintained by the district for compliance or employment purposes[;] [5] Please include any records created, received, or maintained by the Hull Public Schools from the date of [an identified individual’s] initial employment to the present[.] Claiming to not yet have received a response, L.C. Carey petitioned this office and this appeal, SPR25/2607, was opened as a result. Subsequently, I learned that the School intends on providing a written response to L.C. Carey. Accordingly, the School is ordered to provide L.C. Carey with a response in accordance with the Public Records Law, its Regulations and this order within ten business days. A copy of any such response must be provided to this office.
