The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records September 18, 2025 SPR25/2616 Hanne Rush, Esq. Assistant Attorney General Records Access Officer Office of the Attorney General One Ashburton Place, 20th Floor Boston, MA 02108 Dear Attorney Rush: I have received the petition of Michael Ruppel appealing the response of the Office of the Attorney General (AGO) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On August 20, 2025, Mr. Ruppel requested “... all documents associated with claims filed with the AG office which were filed by myself ...including but not limited to: [1] Any identification number, unique ID or otherwise which would uniquely identify the individual complaints. [2] The complaints[.] [3] The investigation notes, documentation, correspondence which pertain to, reference, or mention the complaints and the subject(s) of said complaints. [4] Communications and responses from the respondents[.] [5] Complaint status[.] [6] Determinations, findings of fact, actions, interpretations of laws / regulations made by the AG office as part of the complaint processes for the complaints filed by [an identified individual]. The AGO provided Mr. Ruppel with a response on September 3, 2025. Unsatisfied with the response, Mr. Ruppel petitioned this office and this appeal, SPR25/2616, was opened as a result. Subsequently, the AGO provided a supplemental response to this office dated September 18, 2025, which this office has provided to Mr. Ruppel. Where the basis of this appeal was opened as a result of the AGO’s September 3rd response, I will now consider this administrative appeal closed. Mr. Ruppel may appeal the substantive nature of the AGO’s September 18th response within ninety days. See 950 C.M.R. 32.08(1).
