Humphrey appealing the nonresponse of the Department of State Police (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On September 5, 2025, Mr. Humphrey requested “... records related to [an identified individual’s] arrest on August 26, 2025, on Route 128 North near the Lexington/Burlington town line by [an identified] Trooper with assistance from [2 identified Sergeants] and [an identified] Trooper” including the following; [1] All body-worn camera (BWC) video and audio recordings captured during the incident including but not limited to footage from the initial traffic stop, my interaction with officers, search, handcuffing, placement in the cruiser, and transport to SP Concord. [2] All cruiser-mounted camera (CMC) video and audio recordings captured during the incident, including but not limited to footage from cruiser #0622 or any other involved vehicles, covering the traffic stop, roadside interactions, and any related activities. [3] Any associated Metadata, logs, or reports documenting the activation, durations, and chain of custody for the above BWC and CMC recordings. Claiming to not yet have received responsive records, Mr. Humphrey petitioned this office and this appeal, SPR25/2639, was opened as a result. Subsequently, I learned that the Department provided Mr. Humphrey with a response dated September 10, 2025. Where this appeal was opened as a result of the Department’s lack of a written response, I will now consider this administrative appeal closed.
