The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records September 19, 2025 SPR25/2681 Greta McConnell Records Access Officer City of Newton 1000 Commonwealth Avenue Newton, MA 02459 Dear Ms. McConnell: I have received the petition of Diane Greeley appealing the response of the City of Newton (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On August 20, 2025, Ms. Greeley requested, “copies of the Quarterly Reports sent from Riverside Community Care to Newton’s Director of Social Services for FY2021[.]” On August 25, 2025, Ms. Greeley clarified that she was seeking “[c]umulative report for grant services provided from July 1, 2020 through … September 30, 2020[;] December 31, 2020[;] March 31, 2021[;] June 15, 2021[.]” The City responded on August 20, 2025 and August 25, 2025. Unsatisfied with the responses, Ms. Greeley petitioned this office and this appeal, SPR25/2681, was opened as a result. Subsequently, I learned that the City provided Ms. Greeley with an additional response on September 19, 2025. Where this appeal was opened as a result of the City’s August 20th and August 25th responses, I will now consider this administrative appeal closed. Ms. Greeley may appeal the substantive nature of the City’s September 19th response within ninety (90) days. See 950 C.M.R. 32.08(1).
