Villani Town Administrator Town of Milford 52 Main Street Milford, MA 01757 Dear Mr. Villani: I have received the petition of Denise Hayes appealing the response of the Town of Milford (Town) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On August 12, 2025, Ms. Hayes requested “…the complaints I have been receiving regarding 1 Hemlock Lane Milford MA, in accordance with M.G.L. chapter 40a, section 7: Enforcement of Zoning Regulations. I have been told by [an identified individual] she has been receiving anonymous complaints[.]” Prior Appeal This request was the subject of a prior appeal. See SPR25/2538 Determination of the Supervisor of Records (September 5, 2025). In my September 5th determination, I learned that the Town had provided Ms. Hayes with a response on August 29, 2025. Unsatisfied with the Town’s August 29th response, Ms. Hayes petitioned this office and this appeal, SPR25/2707, was opened as a result Subsequently, I learned that the Town sent a supplemental response to Ms. Hayes on September 24, 2025, stating, “[a]ttached please find additional documents in response to the Appeal filed by you below dated September 14, 2025” with 11 PDF documents attached to the email. Where the basis of this appeal was opened as a result of the Town’s August 29th response, I will now consider this appeal closed. Ms. Hayes may appeal the substantive nature of the Department’s September 24th response within ninety (90) days. See 950 C.M.R. 32.08(1).
