The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records September 25, 2025 SPR25/2721 Paul Kitchen County Administrator Bristol County 135 Center Street Dighton, MA 02715 Dear Mr. Kitchen: I have received the appeal of Sutirtha Bagchi, of Villanova University, appealing the nonresponse of Bristol County (County) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On July 30, 2025, Mr. Bagchi requested, “[t]he number of employees who were paying union dues during the first pay periods of June 2020 and June 2021.” Claiming to not yet have received responsive records, Mr. Bagchi appealed this office and this appeal, SPR25/2721, was opened as a result. Subsequently, I learned that the County provided Mr. Bagchi with a response dated September 16, 2025. Where this appeal was opened as a result of the County’s lack of a written response, I will now consider this administrative appeal closed. Mr. Bagchi may appeal the substantive nature of the County’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
