The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records September 25, 2025 SPR25/2730 Grace Jung Director of Public Records City of Boston 1 City Hall Square Boston, MA 02201 Dear Ms. Jung: I have received the petition of Nicholas Laudani appealing the response of the City of Boston (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On August 27, 2025, Mr. Laudani requested: [1] All Certificates of Design Approval, Certificates of Exemption, or Certificates of Hardship issued by the Highland Park Architectural Conservation District Commission (HPACDC) for [a specified address], including meeting minutes, hearing records, and the certificate itself. [2] All certificates are related records for any Highland Park ACD applications marked in the City’s database as “Advisory Review,” “Emergency Repair Approval,” or “Approved with Provisos” between 2022 and 2025. [3] Any correspondence or internal memoranda between ISD and HPACDC relating to issuance (or non-issuance) of certificates for those projects. On September 5, 2025, Mr. Laudani amended his request to exclude Items 2 and 3. The City responded on September 11, 2025 and assigned the request reference number R004421- 082725. Unsatisfied with the City’s response, Mr. Laudani petitioned this office and this appeal, SPR25/2730, was opened as a result. Subsequently, I learned that the City provided Mr. Laudani with a supplemental response on September 24, 2025. Where this appeal was opened as a result of the City’s September 11th response, I will now consider this administrative appeal closed. Mr. Laudani may appeal the substantive nature of the City’s September 24th response within ninety days. See 950 C.M.R. 32.08(1).
