Records Access Officer City of Fall River 1 Government Center, Room 227 Fall River, MA 02722 Dear Attorney Fredette: I have received the petition of Patrick Higgins appealing the response of the City of Fall River (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On September 17, 2025, Mr. Higgins requested, “a copy of the email with the screen shot included regarding the comments posted by the former Chair of the Historic Commission.” The City responded on September 17, 2025. Unsatisfied with the response, Mr. Higgins petitioned this office and this appeal, SPR25/2745, was opened as a result. Subsequently, I learned that the City provided Mr. Higgins with an additional response on September 23, 2025. Where this appeal was opened as a result of the City’s September 17th response, I will now consider this administrative appeal closed. Mr. Higgins may appeal the substantive nature of the City’s September 23rd response within ninety (90) days. See 950 C.M.R. 32.08(1).
