The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records September 30, 2025 SPR25/2857 Heather Bennett, Esq. Counsel & Records Officer Division of Banks 1000 Washington Street, 10th Floor Boston, MA 02118 Dear Attorney Bennett: I have received the petition of Christian O’Connor, Esq., on behalf of American Financial Services Association (AFSA), appealing the response of the Division of Banks (Division) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On September 24, 2025, Attorney O’Connor requested “a sample auto finance exam from the Division of Banks.” The Division responded on September 25, 2025. Unsatisfied with the Division’s response, Attorney O’Connor petitioned this office and this appeal, SPR25/2857, was opened as a result. Subsequent to the opening of this appeal, I learned that the Division provided a further response on September 30, 2025. In an email correspondence on September 30, 2025, Attorney O’Connor stated, “[p]lease let this email serve as a withdrawal of my appeal with the Division of Public Records.” Accordingly, I will now consider this administrative appeal closed. Sincerely, Manza Arthur Supervisor of Records cc: Christian O’Connor, Esq.
