General Counsel Office of the Child Advocate One Ashburton Place, Room 1101 Boston, MA 02108 Dear Attorney Goldman: I have received the petition of Rebecca Raymond appealing the response of the Office of the Child Advocate (Office) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On September 8, 2025, Ms. Raymond requested, ... copies of all records maintained by the Office of the Child Advocate (OCA) from January 1, 2019 to present relating to: [1] Investigative reports, audits, and reviews of the DCF New Bedford Area Office. [2] Fatality and near-fatality reviews in Bristol County. [3] Communications between OCA and the Department of Children and Families referencing [three identified individuals][.] [4] Case numbers 2269312, 2283326, 4396276, and 4433312[.] The Office responded on September 15, 2025. Unsatisfied with the Office’s response, Ms. Raymond petitioned this office and this appeal, SPR25/2863, was opened as a result. Subsequently, I learned that the Office sent a supplemental response to Ms. Raymond on October 6, 2025. Where the basis of this appeal was opened as a result of the Office’s September 15th response, I will now consider this administrative appeal closed. Ms. Raymond may appeal the substantive nature of the Office’s October 6th response within ninety (90) days. See 950 C.M.R. 32.08(1).
