Smith Chief of Police North Brookfield Police Department 55 School Street North Brookfield, MA 01535 Dear Chief Smith: I have received the petition of Shawn Blankenship appealing the response of the North Brookfield Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On September 4, 2025, Mr. Blankenship requested, for the time period of May 14, 2025 to September 4, 2025, [A]ll related materials…and in addition all body cam footage from the date your department started to use the body cams that involves any investigation regarding [two identified individuals] in reference to complaints calls made by anyone else or [the identified individuals] to investigate any allegations against [the identified individuals] or any investigations from your department: [1] All call numbers[;] [2] All incident numbers[;] [3] All text messages[;] [4] All witness statements[;] [5] All written complaints[;] [6] All verbal complaints[;] [7] All body cam footage of any interactions between the police and complainers including all investigations of all parties regarding any interactions with [two identified individuals] and any and all other citizens regarding any interactions with regards to interviews calls investigations and interactions with your department and [an identified individual] of all times from date of using body cameras[;] [8] All camera footage off the North Brookfield Massachusetts police department front lobby outside cameras interview room etc. [of] all interactions of my accuser(s) interviews investigations etc.[;] One Ashburton Place, Room 1719, Boston, Massachusetts 02108 • (617) 727-2832• Fax: (617) 727-5914 sec.state.ma.us/pre • pre@sec.state.ma.us

Smith SPR25/2895 Page 2 October 16, 2025 [9] All recommended charges against [an identified individual][;] [10] All materials including discipline against [an identified police officer] for his death threats …[; and] [11] Copy of all invoices regarding any replacement parts or repairs of body cam footage for the incident at the school involving the charges against [two identified individuals][.] The Department responded on September 17, 2025. Unsatisfied with the Department’s response, Mr. Blankenship petitioned this office, and this appeal, SPR25/2895, was opened as a result. Subsequently, I learned that the Department provided Mr. Blankenship with a supplemental response on October 3, 2025. Where this appeal was opened as a result of the Department’s September 17th response, I will now consider this administrative appeal closed. Mr. Blankenship may appeal the substantive nature of the Department’s October 3rd response within ninety (90) days. See 950 C.M.R. 32.08(1).
