The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records October 15, 2025 SPR25/2917 Eileen O’Connor Bernal City Clerk City of Lawrence 200 Common Street Lawrence, MA 01840 Dear Ms. O’Connor Bernal I have received the appeal of Yanet Bernabel-Morales appealing the nonresponse of the City of Lawrence (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On September 11, 2025, Ms. Bernabel-Morales requested: [1] [The] names and institutions who were awarded Youth Development Program Scholarships awards in 2023, 2024 and 2025[;] [2] Who were awarded the [identified] scholarship? [3] How much was each recipient awarded? [4] What distinctions do [identified individuals] have? [5] What were the qualifying factors? [6] Was a conflict of interest filed for any of the awardees? [7] Which recipients filed a conflict of interest? Claiming to not yet have received responsive records, Ms. Bernabel-Morales appealed this office and this appeal, SPR25/2917, was opened as a result. Subsequently, I learned that the City provided Ms. Bernabel-Morales with a response on October 6, 2025. Where this appeal was opened as a result of the City’s lack of a written response, I will now consider this administrative appeal closed. Ms. Bernabel-Morales may appeal the substantive nature of the City’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
