The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records October 16, 2025 SPR25/2918 Michael Vigneux Records Access Officer Law Department City of Worcester 455 Main Street, Room 303 Worcester, MA 01608 Dear Mr. Vigneux: I have received the petition of David Webb appealing the nonresponse of the City of Worcester (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On September 18, 2025, Mr. Webb requested “[s]ecurity footage showing the plaza and parking in front of [C]ity [H]all, September 5th, between the hours of 9 and 11 am.” Claiming to not yet have received responsive records, Mr. Webb petitioned this office and this appeal, SPR25/2918, was opened as a result. Subsequently, I learned that the City provided Mr. Webb with a response on October 10, 2025. Where this appeal was opened as a result of the City’s lack of a written response, I will now consider this administrative appeal closed.
