The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records October 17, 2025 SPR25/2949 Grace Jung Director of Public Records City of Boston 1 City Hall Square, Room 615 Boston, MA 02201 Dear Ms. Jung: I have received the petition of Stevan Johnson appealing the nonresponse of the City of Boston (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On July 31, 2025, Mr. Johnson requested: [1] A copy of each claim, as set forth in the First Amended Complaint in Action I supra, that was presented in writing to COB’s chief executive officer, Mayor Thomas M. Menino, related to the January 25, 1995 violent crime, involving COB’s employees (several Boston cops) attempt to murder Michael A. Cox, Sr. (“Cox”) on Woodruff Way[,] Suffolk County, Massachusetts[;] [2] A copy of any Notice of Deposition served upon Cox (or Cox’s attorney[s]) related to Action 1 or Action 2 supra, and[;] [3] A copy of any and all transcript(s) of testimony given by Cox under oath during any deposition, as a result of each and every Notice of Deposition served upon Cox, or otherwise, related to Action 1 or Action 2 supra[.] Claiming to not yet have received responsive records, Mr. Johnson petitioned this office and this appeal, SPR25/2949, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the City has provided a response. Accordingly, the City is ordered to provide Mr. Johnson with a response to his request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office.
