Williams, Esq. appealing the nonresponse of the City of Boston (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On September 27, 2025, Attorney Williams requested: “[r]ecords related to the collision that occurred in the early morning hours of September 26, 2025, at the intersection of Washington Street and East Berkeley Street in Boston’s South End, involving a Boston Police unmarked Ford Explorer and another vehicle.” Specifically, Attorney Williams sought: [1] Speed of the vehicle in the moments before and during the collision[;] [2] Brake use (whether and when brakes were applied)[;] [3] Seat belt use (for driver and front passenger)[;] [4] Throttle position (accelerator pedal data)[;] [5] Airbag deployment, including timing[;] [6] Impact force (delta-V or change in velocity, if available)[;] [7] Steering input (wheel angle/movement)[;] [8] Engine RPMs[;] [9] Vehicle roll angle (tilt data, if collected)[;] [10] Any other technical data extracted from on-board crash data systems[;] [11] Chain of custody logs or reports describing retrieval of the EDR data[;] [12] [A]ny related investigative documents, accident reconstruction reports, or data analysis relating to the EDR/black box for this specific incident[.] Claiming to not yet have received responsive records, Attorney Williams petitioned this office and this appeal, SPR25/2992, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the City has provided a response.
