Reid Town Clerk, Public Records Access Officer Town of Wayland 41 Cochituate Road Wayland, MA 01778 Dear Ms. Reid: I have received the petition of Thomas Cooper appealing the response of the Town of Wayland (Town) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On September 23, 2025, Mr. Cooper requested “plans, proposals, and specifications being considered for Sherman Bridge.” The Town responded on September 29, 2025 and October 11, 2025. Unsatisfied with the Town’s responses, Mr. Cooper petitioned this office, and this appeal, SPR25/3014, was opened as a result. It is my understanding that the Town provided Mr. Cooper with a supplemental response on October 15, 2025. A copy of this response was sent to the Public Records Division. Where the basis of this appeal was opened as a result of the Town’s September 29th and October 11th responses, I will now consider this administrative appeal closed. Mr. Cooper may appeal the substantive nature of the Town’s October 15th response within ninety days. See 950 C.M.R. 32.08(1).
