The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records October 27, 2025 SPR25/3045 Adrian Hatch Legal Assistant/Program Coordinator Executive Office of Public Safety and Security 1 Ashburton Place, Suite 2133 Boston, MA 02108 Dear Mr. Hatch: I have received the petition of Freddy Ruiz Jr. appealing the nonresponse of the Executive Office of Public Safety and Security (Office) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On September 17, 2025, Mr. Ruiz requested the following: [1] The order regarding the $20,000 grant that was issued to the Orange Police Department of Massachusetts from the executive office of public safety & security to fund the “pilot” program for the body worn cameras for all of its patrol officers in August of the year 2021[;] [2] The order stating when the “pilot” program went into effect on August 16, 2021 as well as the policies and procedures that were implemented with the effective date of August 16, 2021 for the body worn cameras for the Orange Police Department of Massachusetts[.] Claiming to not yet have received responsive records, Mr. Ruiz petitioned this office and this appeal, SPR25/3045, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the Office has provided a response. Accordingly, the Office is ordered to provide Mr. Ruiz with a response to his request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us. Mr. Ruiz may appeal the substantive nature of the Office’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
