The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records October 30, 2025 SPR25/3067 Elizabeth Doiron City Clerk City of Leominster 25 West Street Leominster, MA 01453 Dear Ms. Doiron: I have received the petition of Donna Miller, of Best Friends Animal Society, appealing the response of the City of Leominster (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On April 1, 2025, Ms. Miller requested “records for the 2024 calendar year detailing statistics of total dogs and total cats entering Leominster Fitchburg Animal Control by intake type (e.g., stray, owner surrender, transfer) and total dispositions by outcome type (e.g., adoption, euthanasia, transfer).” The City responded on April 15, 2025 and October 13, 2025. Unsatisfied with the City’s responses, Ms. Miller petitioned this office, and this appeal, SPR25/3067, was opened as a result. Subsequent to the opening of this appeal, I learned that the City further responded to Ms. Miller’s request via email on October 22, 2025. A copy of this response was sent to the Public Records Division. Where this appeal was opened as a result of the City’s April 15th and October 13th responses, I will now consider this administrative appeal closed. Ms. Miller may appeal the substantive nature of the City’s October 22nd response within ninety days. See 950 C.M.R. 32.08(1).
