See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On September 29, 2025, Mr. Ryan requested the following records: [1] Town of Winthrop payroll records for [an identified individual] from Jan 1, 2009 up through Sept 29, 2025. The records we are seeking should show: a) ... date of hire b) ... title and the department for which he worked for each year of employment c) ... annual pay d) A breakdown of [an identified individual’s] annual pay showing rate of pay, base pay, overtime pay, leave buy back, other pay, and total pay for each year of [an identified individual’s] employment. [2] Records showing the hours [an identified individual] has worked for the Town of Winthrop for the past seven years from Jan 1, 2019 up through Sept 29, 2025. These records show: a) all the dates ... worked b) the number of hours... worked each day c) the actual hours ... worked each day (9 am to 5 pm, 10 am to 2 pm, etc) [3] Records showing any employees of the Suffolk County Sheriff’s Department working at or assigned to the Town of Winthrop. This should include, but is not limited to, sheriff’s department employees assigned to or a) working for the harbormaster department and the police department’s detective bureau. Denise Quist SPR25/3109 Page 2 November 5, 2025 Claiming to not have received a response, Mr. Ryan petitioned this office and this appeal, SPR25/3109, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the Town has provided a response. Accordingly, the Town is ordered to provide Mr. Ryan with a response to his request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us.
