Associate Counsel University of Massachusetts President’s Office One Beacon Street, 31st Floor Boston, MA 02108 Dear Attorney Flaherty: I have received the petition of Educational Services Unit Local 1895 (requestor) appealing the response of the University of Massachusetts President’s Office (UMass) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On September 23, 2025, the requestor sought a copy of “[t]he contract entered into by the University of Massachusetts with FMLASource and/ or its parent company, ComPsych Corporation, to provide services related to the administration of FMLA leave requests by University of Massachusetts Dartmouth employees. If no contract exists specific to the UMASS Dartmouth campus, then a copy of the contract to provide said services system-wide is requested.” Claiming to not yet have received responsive records, the requestor petitioned this office and this appeal, SPR25/3178, was opened as a result. Subsequently, I learned that UMass provided the requestor with a response on October 31, 2025. Where this appeal was opened as a result of UMass’ lack of a written response, I will now consider this administrative appeal closed. The requestor may appeal the substantive nature of UMass’ response within ninety (90) days. See 950 C.M.R. 32.08(1).
