The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records October 31, 2025 SPR25/3210 Dr. Marc Smith Superintendent Dennis-Yarmouth Regional School District Administration Office 296 Station Avenue South Yarmouth, MA 02664 Dear Dr. Smith: I have received the petition of Kelly Woods appealing the nonresponse of the Dennis- Yarmouth Regional School District (District) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On September 29, 2025, Ms. Woods requested the following: [1] All referrals/releases concerning [identified individuals] routed directly to [Ms. Woods] as parent of record, with no exceptions[;] [2] Copies of any incident reports, security notes, or SRO logs mentioning [identified individuals] provided within 24 hours of creation[;] [3] A District-wide records-preservation notice issued covering all communications referencing [identified individuals][;] [4] Written directive and training for [District] staff clarifying that unproven allegations are not findings, and that staff/SROs may not allow them to shape student treatment[;] [5] The current Memorandum of Understanding between DY schools and police, the District’s FERPA policy, and its ADA/504 grievance procedures. Enclosed in her September 29, 2025 request, Ms. Woods asked for several actions concerning the education of [identified individuals] that are not within the jurisdiction of the Supervisor of Records. Dr. Marc Smith SPR25/3210 Page 2 October 31, 2025 Claiming to not yet have received responsive records, Ms. Woods petitioned this office and this appeal, SPR25/3210, was opened as a result. Subsequently, I learned that the District provided Ms. Woods with a response on October 31, 2025. Where this appeal was opened as a result of the District’s lack of a written response, I will now consider this administrative appeal closed.
