The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records November 18, 2025 SPR25/3228 Anne Drouin City Clerk, RAO City of Methuen The Searles Building 41 Pleasant Street Methuen, MA 01844 Dear Ms. Drouin: I have received the petition of Tom Duggan, of The Valley Patriot, appealing the nonresponse of the City of Methuen (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On September 23, 2025, Mr. Duggan requested, “[v]ideo and audio recording of inside and outside of central office on Friday, September 19th one hour prior to and one hour after the conclusion of superintendent ... ‘retirement party’ for [an identified individual].” Claiming to not yet have received responsive records, Mr. Duggan petitioned this office and this appeal, SPR25/3228, was opened as a result. Subsequently, I learned that the City provided Mr. Duggan with a response dated October 9, 2025. Where this appeal was opened as a result of the City’s lack of a written response, I will now consider this administrative appeal closed. Mr. Duggan may appeal the substantive nature of the City’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
