Pineiro, Esq. appealing the response of the City of Worcester (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On August 5, 2025, Attorney Pineiro requested the following: 1. Any incident report, daily log, summary, IDC reports or supplemental police reports submitted by any WPD officer, supervisor, Chief of Police that came in contact with each and every one [a named individual]; 2. All supplemental, amended or corrected police reports that have been generated in connection with this incident generated by any employees of the WPD after the Worcester County District Attorney’s Office decided to dismiss all criminal charges against them; 3. Booking video of [the named individual] as well as any videos of her while in the WPD service division including: her arrival to the police station, her placement in a cell, her departure or transportation from the service division to the Worcester District Court; 4. All color booking photographs of [the named individual]; 5. All body worn cameras and cruiser mounted videos recorded by any WPD personnel that participated or assisted in the arrest of [the named individual]. This request shall include all body worn cameras of responding officers; 5. All completed and signed injured prisoner reports prepared in connection with the arrest of [the named individual] with the corresponding signatures of supervisors that reviewed them; 7. All 911 calls surrounding her arrest at [a specified address], Worcester, Ma and transportation to the WPD; 8. An unredacted copy of the entire WPD Bureau of Professional Standards investigation conducted by the City in connection with this incident along with the conclusions of this investigation; 9. lf the investigation has not been completed, any internal emails generated by any employees of the WPD as to why the investigation has not been completed in accordance with WPD Policy 500 (February 8, 2017, Revision 11) which provides “All investigations shall be conducted in a reasonable and timely manner, and every effort will be made to complete investigations within 90 days of the receipt of the complaint. It should be noted, however, that legal and practical considerations might require that some investigations be prolonged beyond this time frame. When an investigation remains open beyond 90 days, the complainant will be contacted and notified of this occurrence.” Policy 400 (3)(G). 10. Unredacted copies of the Officer Incident Cards/Bureau of Profession Standards (“OIC card”) of each officer/supervisor that came in contact with [the named individual] including the OIC card of [a specified officer]. 11. Any last chance agreements given to any WPD that came in contact with [the named individual]. 12. Copy of the written complaint that [the named individual] submitted to the WPD. 13. Any surveillance videos from [a specified address] or body worn cameras obtained by the WPD from members of the Massachusetts State Police. 14. Any video recordings between [the named individual] and officers in the front desk after she was bailed out. The City responded on September 22, 2025, and assigned reference number W075333- 081325 to this request. Unsatisfied with the City’s response, Attorney Pineiro petitioned this office, and this appeal, SPR25/3237, was opened as a result. Subsequent to the opening of this appeal, I learned that the City provided supplemental responses by email to Attorney Pineiro and this office on November 5, and November 12, 2025.

If unresolved issues remain, Attorney Pineiro may further appeal the substantive nature of the City’s supplemental responses within ninety (90) days. See 950 C.M.R. 32.08(1).
