See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On October 20, 2025, Mr. Higgins requested “any and all materials related to the murder of [an identified individual] [during] the week of July 4, 2005.” Including the following: [1] List of suspects[;] [2] Murder weapon[;] [3] [S]ite photos and analysis[.] Claiming to not yet have received responsive records, Mr. Higgins petitioned this office and this appeal, SPR25/3270, was opened as a result. Subsequently, I learned that the Department provided Mr. Higgins with a response on November 6, 2025. Where this appeal was opened as a result of the Department’s lack of a written response, I will now consider this administrative appeal closed. It is my understanding that Mr. Higgins has appealed the Department’s November 6, 2025 response resulting in a new appeal which is currently opened as SPR25/3281.
