The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records November 7, 2025 SPR25/3274 Paul J. Iverson Records Access Officer City of Framingham 150 Concord Street Framingham, MA 01702 Dear Mr. Iverson: I have received the petition of Brian Petrini-Smith appealing the response of the City of Framingham (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On October 23, 2025, Mr. Petrini-Smith requested, “[t]hank you for file CODE-25- 123. It contains attachments by [an identified individual] on 8/18/25 and a bunch of photos by [an identified individual] also on 8/18/25. Please send the attached photos and files.” The City responded on November 6, 2025, “[p]er Code Enforcement – all pictures and information are in that pdf already.” Unsatisfied with the response, Mr. Petrini-Smith petitioned this office and this appeal, SPR25/3274, was opened as a result. Subsequently, I learned that the City provided Mr. Petrini-Smith with a further response on November 6, 2025. Where this appeal was opened as a result of the City’s initial November 6, 2025 response, I will now consider this administrative appeal closed. Mr. Petrini-Smith may appeal the substantive nature of the City’s November 6th supplemental response within ninety (90) days. See 950 C.M.R. 32.08(1).
