The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records November 18, 2025 SPR25/3284 Joanna Bilotta-Simeone City Clerk City of Fitchburg 718 Main Street Fitchburg, MA 01420 Dear Ms. Bilotta-Simeone: I have received the petition of Jacquelyn Wehtje appealing the response of the City of Fitchburg (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On October 8, 2025, Ms. Wehtje requested “the detailed phone bills for [an identified individual] for this fiscal year (any covering the time period of July 1, 2025 through the present).” The City provided a fee estimate on October 23, 2025. Subsequently, Ms. Wehtje modified her request on October 23, 2025 to seek: …the summary phone invoices with categories of charges listed on them for the MPHN funded phone plan for [an identified individual] for this fiscal year, July 1, 2025 to the present including: - Total for basic phone plan - Additional charges by type including but not limited to excess data usage… international roaming, etc. The City responded on October 27, 2025. Unsatisfied with the City’s response, Ms. Wehtje petitioned this office and this appeal, SPR25/3284, was opened as a result. Subsequent to the opening of this appeal, I learned that the City provided a further response on November 18, 2025. Where this appeal was opened based on the City’s October 27, 2025 response, I will now consider this administrative appeal closed. If unresolved issues remain, Ms. Wehtje may appeal the substantive nature of the City’s November 18th response within ninety (90) days. See 950 C.M.R. 32.08(1).
