See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On October 14, 2025, Mr. Floyd requested the following records: [1] Any and all POST commission reports, evidence, resignings (sp), re-trainings, or any other documents in accordance with 555 CMR 1.00–12.13[.] Specifically including but not limited to [identified individuals] and any other … law enforcement subject to Brady/POST Commission disclosure. This request includes video evidence,[f]acebook [p]osts, [t]exts, or stolen misplaced evidence[;] [2] Any and all records ordered regarding the murders of [identified individuals] … that have been deemed public records. This includes reports, video, written statements[,] press releases[,] etc.[;] [3] Any and all policies and procedures regarding police reports. This includes but limited to, writing reports, supplemental reports, [and] training and accuracy of police reports[;] [4] Any and all Office of Professional Standards reports, finings, conclusion, or any other records from January 2018 – November 30, 2025[;] [5] Any and all [p]ublic [r]ecords regarding the [f]ederal [r]aid of the home of [an identified individual] of [a specified address] in September 202 ... This includes but is not limited to press releases, news articles, [i]nternal affairs reports, office of professional standard reports/investigations or those of outside entities[;] [6] Any contracts video evidence, or records between FRPD and Highland Fencing and Construction or the library at [a specified address] from 2018 January until November 30, 2025. Monica Carreiro SPR25/3309 Page 2 November 24, 2025 Claiming to not yet have received responsive records, Mr. Floyd petitioned this office and this appeal, SPR25/3309, was opened as a result. Subsequently, I learned that the Office provided Mr. Floyd with a response dated November 17, 2025. Where this appeal was opened as a result of the Office’s lack of a written response, I will now consider this administrative appeal closed. Mr. Floyd may appeal the substantive nature of the Office’s November 17th response within ninety (90) days. See 950 C.M.R. 32.08(1).
