The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records November 25, 2025 SPR25/3311 Kevin C. O’Grady Chief of Police Granby Police Department 259A East State Street Granby, MA 01033 Dear Chief O’Grady: I have received the petition of Kendall Manning appealing the response of the Granby Police Department (Department) to a request for public records. See G. L. c. 66, §10A; see also 950 C.M.R. 32.08(1). On October 27, 2025, Ms. Manning requested a “...copy of the investigation report completed this past spring by [an identified individual]. This is in regard to the POST complaint I filed against [an identified individual].” The Department responded on November 10, 2025. Unsatisfied with the Department’s response, Ms. Manning petitioned this office and this appeal, SPR25/3311, was opened as a result. Subsequently, I learned that the Department sent a further response to this office on November 24, 2025. This office has provided the response to Ms. Manning. Where the basis of this appeal was opened as a result of the Department’s November 10, 2025 response, I will now consider this administrative appeal closed. Ms. Manning may appeal the substantive nature of the Department’s November 24th response within ninety (90) days. See 950 C.M.R. 32.08(1). Sincerely, Manza Arthur Supervisor of Records cc: Kendall Manning One Ashburton Place, Room 1719, Boston, Massachusetts 02108 • (617) 727-2832• Fax: (617) 727-5914 sec.state.ma.us/pre • pre@sec.state.ma.us
