The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records November 18, 2025 SPR25/3319 Jean McCarthy Records Access Officer Division of Occupational Licensure One Federal Street, Suite 600 Boston, MA 02110 Dear Ms. McCarthy: I have received the petition of Maryna Pashchenko appealing the nonresponse of the Division of Occupational Licensure (Division) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On September 19, 2025, Ms. Pashchenko requested “all available public records regarding [an identified] licensee[.]” Specifically, Mr. Pashchenko sought the following concerning the identified licensee: [1] The [identified individual’s] original license issuance record[;] [2] Any renewal applications and approvals (including the most recent renewal on May 30, 2025)[;] [3] Any records of suspensions, revocations, disciplinary actions, lapses, or reinstatements associated with this license[;] [4] Any documents confirming changes of status or license type since its original issuance[;] [5] Verification of whether this license has been continuously valid and in good standing since 2011. Claiming to not yet have received responsive records, the requestor petitioned this office and this appeal, SPR25/3319, was opened as a result. Subsequently, I learned that the Division provided Ms. Pashchenko with a response dated October 3, 2025. Where this appeal was opened as a result of the Division’s lack of a written response, I will now consider this administrative appeal closed. Ms. Pashchenko may appeal the substantive nature of the Division’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
