Record Access Officer Massachusetts Bay Transportation Authority 10 Park Plaza Boston, MA 02116 Dear Attorney Ciollo: I have received the petition of Stevan Johnson appealing the nonresponse of the Massachusetts Bay Transportation Authority (MBTA) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On October 24, 2025, Mr. Johnson requested: [A] copy of any electronic mail (“Email”) communications (with all attachments thereto) in the possession, custody, or control of the Massachusetts Bay Transportation Authority (“MBTA”) with the following subjects[;] [1] Complaint - Michael A. Cox, Sr. violations of 14th Amendment - - - (08/27/2025)[;] [2] Boston Police Commissioner Cox complicit in money laundering racket (09/15/25)[;] [3] Third copy provided to MBTA Chief of Police Kenneth Green - - - (09/22/2025)[;] [4] Hunger Strike to vindicate 14th Amendment protections - - - (October 17, 2025)[;] [5] Follow-up letter to Police Commissioner Michael A. Cox, Sr. - - - (10/20/2025)[;] [6] Follow-up letter to Police Commissioner Michael A. Cox, Sr. - - - - (10/21/2025)[.] Claiming to not yet have received responsive records, Mr. Johnson petitioned this office and this appeal, SPR25/3343, was opened as a result. Subsequent to the opening of this appeal, I learned that the MBTA was not in receipt of Mr. Johnson’s October 24th request.
