The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records November 25, 2025 SPR25/3351 Cynthia Amara, Esq. City Solicitor City of Somerville 93 Highland Avenue, City Hall Somerville, MA 02143 Dear Attorney Amara: I have received the petition of David Chritson, appealing the response of the City of Somerville (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On October 29, 2025, Mr. Chritson requested: ….all records associated with the incident that occurred on October 21, 2025 and involves [an identified individual]—including all records in physical, electronic, or any other format—that are in the possession, custody, or control of SPD and/or the City of Somerville (City). Additionally, please also identify and release the following responsive records: a. 911 dispatch records, recordings, and communications; b. Radio transmissions and communications; c. Audio recordings of oral communications; d. Reports, documents, papers, and emails; e. Communications made or received by SPD’s [identified individual] or other personnel. The City responded on November 12, 2025. Unsatisfied with the City’s response, Mr. Chritson petitioned this office, and this appeal, SPR25/3351, was opened as a result. Subsequently, I learned that the City provided Mr. Chritson with a supplemental response on November 24, 2025. Where this appeal was opened as a result of the City’s November 12th response, I will now consider this administrative appeal closed. If unresolved issues remain, Mr. Chritson may further appeal the substantive nature of the City’s November 24th response within ninety days. See 950 C.M.R. 32.08(1).
