Assistant District Attorney Records Access Officer Hampden County District Attorney’s Office 50 State Street Springfield, MA 01102 Dear Attorney Joyce: I have received the petition of Brandon Stokes, of 7NEWS WHDH Boston, appealing the response of the Hampden County District Attorney’s Office (Office) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On November 11, 2025, Mr. Stokes requested “... the following records from the Hampden DA related to the arrest of [an identified individual]”: [1] Surveillance video of [an identified individual] during the controlled delivery at the State Office building in Springfield[;] [2] Dashcam video of his arrest[;] [3] Bodycam video of his arrest[;] [4] Bodycam video of investigators executing a search warrant in his office at the State Office Building in Springfield[;] [5] Video of the booking of [an identified individual][;] [6] Video of investigators interviewing [an identified individual] after his arrest[.] The Office provided a response on November 14, 2025. Unsatisfied with the Office’s response, Mr. Stokes petitioned this office and this appeal, SPR25/3369, was opened as a result. Subsequently, I learned that the Office provided a further response to Mr. Stokes on November 17, 2025. Where this appeal was opened as a result of the Office’s November 14th response, I will now consider this administrative appeal closed. Mr. Stokes may appeal the substantive nature of the Office’s November 17th response within ninety (90) days. See 950 C.M.R. 32.08(1).
