The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records December 1, 2025 SPR25/3379 Christopher D. Guerin, Esq. Special Counsel Division of Capital Asset Management & Maintenance One Ashburton Place, 15th Floor Boston, MA 02108 Dear Attorney Guerin: I have received the petition of Samantha J. Gross, of the Boston Globe, appealing the response of the Division of Capital Asset Management & Maintenance (DCAMM) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On October 30, 2025, Ms. Gross requested, “[b]uilding access logs, including electronic keycard swipe data, for . . . Springfield, MA 01103 for the time period of 5/1/2023 through 10/29/2025 for [an identified] employee. I request that this data include the date and time of entry/exit, if available.” DCAMM responded on November 14, 2025. Unsatisfied with the response, Ms. Gross petitioned this office and this appeal, SPR25/3379, was opened as a result. Subsequently, I learned that DCAMM sent a further response dated November 26, 2025 to this office which this office emailed to Ms. Gross. Where the basis of this appeal was opened as a result of DCAMM’s November 14, 2025 response, I will now consider this administrative appeal closed. Ms. Gross may appeal the substantive nature of DCAMM’s November 26th response within ninety (90) days. See 950 C.M.R. 32.08(1). Sincerely, Manza Arthur Supervisor of Records cc: Samantha J.
