City Solicitor City of Worcester Law Department 455 Main Street, Room 303 Worcester, MA 01608 Dear Attorney Kalkounis: I have received the petitions of David Webb appealing the nonresponse of the City of Worcester (City) to two requests for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On October 21, 2025, in two separate requests, Mr. Webb requested the following: SPR25/3382 Report I#25-102168[.] The City assigned reference number P078913-102125 to this request. SPR25/3385 Report I#25-102217[.] The City assigned reference number P078912-102125 to this request. Claiming to not yet have received responsive records, Mr. Webb petitioned this office and these appeals, SPR25/3382 and SPR25/3385, were opened as a result. Subsequently, I learned that the City intends on providing a written response to Mr. Webb. Accordingly, the City is ordered to provide Mr. Webb with said response in accordance with the Public Records Law, its Regulations and this order within ten business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us. Mr. Webb may appeal the substantive nature of the City’s response within ninety days. See 950 C.M.R. 32.08(1).
