The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records December 3, 2025 SPR25/3400 Marsha Geronaitis Records Access Officer Town of Weymouth 75 Middle Street Weymouth, MA 02189 Dear Mr. Dresser: I have received the petition of Eric Dresser appealing the nonresponse of the Town of Weymouth (Town) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On October 31, 2025, Mr. Dresser requested the following: [1] Any final, executed, or currently operative agreements, memoranda of understanding (MOUs), or correspondence between the Town of Weymouth, Keolis Commuter Services, and/or the Massachusetts Bay Transportation Authority (MBTA) concerning the use of the East Weymouth MBTA parking lot for public or recreational purposes, including parking related to Lovell Field and/or Weymouth Youth Soccer[;] [2] Any formal communications or determinations (emails, letters, notices, or memos) that represent the final position or clarification of the Town, Keolis, or MBTA regarding: free or overflow parking at the East Weymouth MBTA lot, public use of the pedestrian bridge connecting to Lovell Field, or the September 2025 parking citations issued to Weymouth Youth Soccer participants. Claiming to not yet have received responsive records, Mr. Dresser petitioned this office and this appeal, SPR25/3400, was opened as a result. Subsequently, I learned that the Town provided Mr. Dresser with a response dated November 19, 2025. Where this appeal was opened as a result of the Town’s lack of a written response, I will now consider this administrative appeal closed. Mr. Dresser may appeal the substantive nature of the Town’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
