Superintendent of Schools Methuen Public Schools 9 Branch Street Methuen, MA 01844 Dear Dr. Kwong: I have received the petition of Kristen Maxwell appealing the response of the Methuen Public Schools (School) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On July 12, 2025, Ms. Maxwell requested the following: [1] IEP Compliance for Out-of-District (OOD) Students Please provide updated data on the IEP compliance status of all students placed out of district, including any areas of noncompliance and steps being taken to address them[,] [2] Program Quality Assurance (PRS) Complaints A list of all PRS complaints filed in the district over the past three years, including findings, outcomes, and any corrective action plans implemented or still in progress, [3] Professional Development for Special Education Administrators (SEAs) A summary of the professional development and training opportunities provided to SEAs over the past two school years. Please include content, frequency, delivery format, and whether participation was mandatory or optional[,] [4] Civil Rights and Discrimination Complaints Filed by Staff Against Administrators Records of any civil rights or discrimination complaints filed by staff against administrators within past five years. Please include general details on the nature of the complaint, the date filed, outcome, and any follow-up actions taken. Brandi L. Kwong, Ed.D. SPR25/3411 Page 2 December 2, 2025 On July 14, 2025, Ms. Maxwell provided clarification of the types of records she was seeking regarding Items 1 and 2 of the request. The School responded on July 25, 2025, July 29, 2025, August 19, 2025, August 20, 2025, September 15, 2025, and November 17, 2025. Unsatisfied with the School’s responses, Ms. Maxwell petitioned this office and this appeal, SPR25/3411, was opened as a result. Subsequent to the opening of this appeal, I learned that the School provided a further response on December 2, 2025. Where this appeal was opened based on the School’s July 25, 2025, July 29, 2025, August 19, 2025, August 20, 2025, September 15, 2025, and November 17, 2025 responses, I will now consider this administrative appeal closed. If unresolved issues remain, Ms. Maxwell may appeal the substantive nature of the School’s December 2nd response within ninety (90) days. See 950 C.M.R. 32.08(1).
