The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records November 26, 2025 SPR25/3431 Seah Levy Public Records Access Officer City of Cambridge Office of the City Solicitor 795 Massachusetts Avenue Cambridge, MA 02139 Dear Ms. Levy: On November 19, 2025, this office received your petition on behalf of the City of Cambridge (City) seeking an extension of time to produce records, permission to charge for time spent segregating or redacting responsive records and a waiver of statutory limits on fees that may be assessed in responding to the request. G. L. c. 66, § 10(c); G. L. c. 66, § 10(d)(iv); see also 950 C.M.R. 32.06(4). As required by law, it is my understanding that the City furnished a copy of the petition to the requestor, Elan Pavlov. G. L. c. 66, § 10(c); G. L. c. 66, § 10(d)(iv)(2). On November 4, 2025, Mr. Pavlov requested “all emails sent or received by [two identified individuals] on their municipal email accounts (…cambridgema.gov, ...@cambridgema.gov) between Nov 1st 2019 and [N]ov 30th 2020. Please include all attachments.” Subsequent to the opening of this petition, in an email to the City and this office on November 19, 2025, Mr. Pavlov stated, “…I will suffice with the 3 days worth of initial records from the 18th of Nov 2019 to the 20th of Nov 2019.” In light of the decision to modify the scope of the request, I find it is unnecessary to opine on the City’s petition at this time.
