The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records December 4, 2025 SPR25/3433 Ferruccio Romeo Deputy Chief Winthrop Police Department 3 Metcalf Square Winthrop, MA 02152 Dear Deputy Chief Romeo: I have received the petition of Natalie Ortiz appealing the response of the Winthrop Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On October 25, 2025, Ms. Ortiz requested “a full copy of a police report for an incident that occurred at [a specified address], around late March or early April 2024.” The Department responded on October 25, 2025 and October 27, 2025, and assigned reference number 25-572 to this request. Unsatisfied with the Department’s responses, Ms. Ortiz petitioned this office and this appeal, SPR25/3433, was opened as a result. Subsequently, I learned that the City provided Ms. Ortiz with supplemental responses on November 24, 2025 and November 25, 2025. Where this appeal was opened as a result of the Department’s October 25, 2025 and October 27, 2025 responses, I will now consider this administrative appeal closed. Ms. Ortiz may appeal the substantive nature of the Department’s November 24, 2025 and November 25, 2025 responses within ninety days. See 950 C.M.R. 32.08(1).
