See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On November 6, 2025, Ms. Rowley requested the following: Please include documents from previous requests that were not provided. [1] Clinical records for Asian elephant Emily, for the period beginning on October 1, 2025 to the time of fulfillment. [2] Records of injury and or incidents to Emily or keepers for the period October 1, 2025 to fulfillment. [3] Laboratory results and/or reports for bloodwork, cultures, or other tests performed on Emily for the period beginning on October 1, 2025 to the time of fulfillment. [4] Keeper’s Daily logs for the period Octoberr1, [sic] 2025 to the time of fulfillment. [a] The October 8, 2025 foot work report for Emily’s right front foot that was omitted from the previous request. [5] Emily’s current weight at the time of fulfillment. [6] Radiographs, if any, for Emily performed and any reports or readings by a DACVR of same, for the period October 1, 2025 to the time of fulfillment. [7] Asian elephant consultant reports or assessments from October 1, 2025 to the time of fulfillment. [8] Quality of Life (QOL) Assessments and meeting minutes of QOL meetings for Emily for the period October 1, 2025 to the time of fulfillment. [9] Zoo transactions including births, deaths, transfers, and information on the age, sex, and ID number of the specimens, as well as the name of the receiving odonatingr [sic] facility for the period October 1, 2025 to the time of fulfillment. [11] U.S.D.A. APHIS Animal Care inspection reports for the period January 1, 2024 to the time of fulfillment. [12] Any and all agreements, including lease-purchase agreements, between the City of New Bedford and the Buttonwood Park Zoological Society for the period January 1, 2024 to the time of fulfillment. The City responded on November 21, 2025, and assigned reference number 2025-BPZ- 00018 to this request. Unsatisfied with the City’s response, Ms. Rowley petitioned this office and this appeal, SPR25/3479, was opened as a result. Subsequently, I learned that the City provided Ms. Rowley with a further response on December 4, 2025. Where this appeal was opened as a result of the City’s November 21, 2025 response, I will now consider this administrative appeal closed.
