The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records December 17, 2025 SPR25/3570 Grace Jung Director of Public Records City of Boston 1 City Hall Square, Room 615 Boston, MA 02201 Dear Ms. Jung: I have received the petition of Jeremy Evans appealing the response of the City of Boston (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On July 30, 2025, Mr. Evans requested: …emails, text messages, and attachments sent or received between February 20, 2024 and March 20, 2024 by the following [five identified] Boston police officers. [I am only interested in communications that contain some iteration of [an identified individual’s name]. The City responded on July 30, 2025, and assigned reference number R003912-073025 to this request. Subsequently, the City responded on September 5, 2025, citing G. L. c. 41, § 97D, as it operates through Exemption (a) of the Public Records Law to withhold the requested records. See G. L. c. 4, § 7(26)(a). Unsatisfied with the City’s responses, Mr. Evans petitioned this office and this appeal, SPR25/3570, was opened as a result. Subsequently, I learned that the City provided Mr. Evans with a supplemental response on December 16, 2025. Where this appeal was opened as a result of the City’s July 30th and September 5th responses, I will now consider this administrative appeal closed. Mr. Evans may appeal the substantive nature of the City’s December 16th response within ninety days. See 950 C.M.R. 32.08(1).
