Mulcahy General Counsel Records Access Officer 100 Cambridge Street, Suite 900 Boston, MA 02114 Dear Attorney Mulcahy: I have received the petition of Richard Maximus Strahan appealing the nonresponse of the Executive Office of Energy and Environmental Affairs (Office) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On November 18, 2025, Mr. Strahan requested the following regarding “[Office] correspondence with the International Union for Conservation of Nature (IUCN) in 2025 and especially in regards to [an Office] 10 October 2025 announcement that ‘Massachusetts Announces Intention to Join the International Union for Conservation of Nature’”: [1] Any petition to the IUCN seeking to join it in conducting any activity it sponsors or affords participation by the government of Massachusetts[;] [2] All correspondence between employees of the Governor’s Office and/or any employee of the DFG, DFW, DMF and/or [the Office] generated after 1 January 2025 concerning the IUCN[;] [3] All correspondence between the employees of any of the above referenced agencies and the IUCN in 2025[.] Claiming to not yet have received responsive records, Mr. Strahan petitioned this office and this appeal, SPR25/3573, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the Office has provided a response. Accordingly, the Office is ordered to provide Mr. Strahan with a response to his request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office.
