The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records December 17, 2025 SPR25/3581 Allison Mondello Public Records Manager Massachusetts Department of State Police 50 Maple Street Milford, MA 01757 Dear Ms. Mondello: I have received the petition of Kara Fratto, Esq. appealing the nonresponse of the Department of State Police (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On November 12, 2025, Attorney Fratto requested “…all policies and procedures relating to DNA testing. Also, kindly forward me all policies and procedures regarding how different cases with the same suspects are linked – such as how analysts find out the suspect in one case with DNA to be tested is also a suspect in a different case where there is also DNA to get tested.” Claiming to not yet have received responsive records, Attorney Fratto petitioned this office and this appeal, SPR25/3581, was opened as a result. Subsequently I learned that the Department provided Attorney Fratto with a response on December 16, 2025. Where this appeal was opened as a result of the Department’s lack of a written response, I will now consider this administrative appeal closed.
