See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On November 12, 2025, Attorney Fratto requested “…all policies and procedures relating to DNA testing. Also, kindly forward me all policies and procedures regarding how different cases with the same suspects are linked – such as how analysts find out the suspect in one case with DNA to be tested is also a suspect in a different case where there is also DNA to get tested.” Claiming to not yet have received responsive records, Attorney Fratto petitioned this office and this appeal, SPR25/3581, was opened as a result. Subsequently I learned that the Department provided Attorney Fratto with a response on December 16, 2025. Where this appeal was opened as a result of the Department’s lack of a written response, I will now consider this administrative appeal closed.
