See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On November 13, 2025, Mr. Nunez requested the following: Certain documents regarding the $30,000 dollar request that the Salem City Council signed off on from then Salem Mayor Kim Driscoll for an “intensive and robust assessment center for evaluating candidates” to search for a police chief as Wicked Local reported on December 9, 2020 as well as the assessment center. The request itself, any potential MOUs for the assessment center, budgets, applications and payroll of consultants, recruitment material, interview preparation material, as well as any prepared and simulated on-the-job challenges, presented to now Salem Police Chief Lucas Miller and the evaluation of those challenges present to now Salem Police Chief Lucas Miller. As well as, the evaluations, applications, and resumes of Lucas Miller, then of the New York Police Department, to the Salem Police Chief as reported March 3, 2021 by the Salem News. Claiming to not yet have received responsive records, Mr. Nunez petitioned this office and this appeal, SPR25/3604, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the City has provided a response. Accordingly, the City is ordered to provide Mr. Nunez with a response to his request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office.
