City Solicitor City of Worcester 455 Main Street Worcester, MA 01609 Dear Attorney Kalkounis: I have received the petition of David Webb appealing the response of the City of Worcester (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On November 2, 2025, Mr. Webb requested “complaints regarding [an identified] principal received by city officials between October 7th 2025 and October 31st 2025.” The City responded on November 2, 2025 and November 18, 2025, assigning reference number W079519-110225 to the request. Unsatisfied with the City’s responses, Mr. Webb petitioned this office and this appeal, SPR25/3617, was opened as a result. Subsequently, I learned that the City provided Mr. Webb with a supplemental response on December 11, 2025. Where this appeal was opened as a result of the City’s November 2, 2025 and November 18, 2025 responses, I will now consider this administrative appeal closed. Mr. Webb may appeal the substantive nature of the City’s December 11th response within ninety days. See 950 C.M.R. 32.08(1).
